Another commonly used indicator of access to ICT is the internet penetration rate. These data in Figure 4.4 also suggest a similar trend. Internet penetration rate has been increasing steadily in both South Asia and East Asia during the period between 2001 and 2013. The data also show that the internet divide between South Asia and East Asia has increased from 14 per cent in 2001 to 26 per cent in 2013. In 2013, the internet penetration in East Asia was 44 per 100 population, while in South Asia it was only 18. Within East Asia, China, Japan, and Korea had the highest internet penetration rate (72 per 100 population) followed by ASEAN 6 (48), and the CLMV (16).

Household access to computers and the internet is another indicator of ICT development. Once again the data show a digital divide between South Asia and East Asia. The divide is more pronounced in the case of internet access rather than access to computers. Data show that China, Japan, and Korea have the highest proportion of total households with access to these technologies followed by ASEAN 6 (Figure 4.5).
